Seamless Content Delivery over Mobile 3G+/4G Networks Abstract_ Widespread and affordable mobile broadband access opens up opportunities for delivery of new streaming services everywhere and anytime. However, what is expected to fundamentally change the way how people use the network is the ability to produce, and seamlessly deliver and share their own multimedia content. In this paper we describe the content distribution and adaptation architecture that we have implemented and tested, the results utilising new coding formats of video coding (e.g. SVC, MVC) and new methods for increasing the robustness of video delivery.

Socio-technical dynamics in the development of next generation mobile network: Moments of translation processes of beyond 3G Abstract_This paper traces the translation processes associated with the mobilization of resources and industrial agency in the development of a next generation mobile network in Korea. To explain the socio-technical dynamics, the sociology of translation is used. The paper provides a story of a translation of strategy and related activities using Callon's four moments of translation. The story illustrates how, during the translation process, 4G strategies have been formed, shaped, and enhanced. It describes the process of technology adoption and developing stories by highlighting the coevolving nature, diversity, and interface which constitute the next-generation network environment. It provides insight into the Korean mobile environment by offering a sociotechnical analysis of 4G development and how it involves the dynamics of industry, regulation, and technology. The study suggests that the sociology of translation may be a promising explication of technological change and innovation.

Statistical Learning-based Automated Healing: Application to Mobility in 3G LTE Networks Abstract—Troubleshooting of wireless networks is a challenging network management task. We have developed, in a previous work, a new troubleshooting methodology, which we named Statistical Learning Automated Healing (SLAH). This methodology uses statistical learning, in particular logistic regression, to extract the functional relationships between the noisy Key Performance Indicators (KPIs) and Radio Resource Management (RRM) parameters. These relationships are then processed by an optimization engine so as to calculate the optimized RRM parameters which improve the KPIs of a degraded cell. The process is iterative and converges to the optimum RRM parameter value in few iterations, which makes it suitable for wireless networks. The present work focuses on the adaptation of SLAH for troubleshooting the mobility parameter, namely the handover margin, in 3G Long Term Evolution (LTE) networks. The simulation results, which we obtain for a practical use case, show the advantage of this new, automated troubleshooting methodology.

Taiwanese 3G mobile phone demand forecasting by SVR with hybrid evolutionary algorithms Abstract__Taiwan is one of the countries with higher mobile phone penetration rate in the world, along with the increasing maturity of 3G relevant products, the establishments of base stations, and updating regulations of 3G mobile phones, 3G mobile phones are gradually replacing 2G phones as the mainstream product. Therefore, accurate 3G mobile phones demand forecasting is desirable and necessary to communications policy makers and all enterprises. Due to the complex market competitions and various subscribers’ demands, 3G mobile phones demand forecasting reveals highly non-linear characteristics. Recently, support vector regression (SVR) has been successfully employed to solve non-linear regression and time-series problems. This investigation employs genetic algorithm–simulated annealing hybrid algorithm (GA–SA) to choose the suitable parameter combination for a SVR model. Subsequently, examples of 3G mobile phones demand data from Taiwan were used to illustrate the proposed SVRGA–SA model. The empirical results reveal that the proposed model outperforms the other two models, namely the autoregressive integrated moving average (ARIMA) model and the general regression neural networks (GRNN) model.

Tax Control and Security of M-Commerce in 3G Environments Abstract_This paper seeks to integrate different impressive access technologies to build a kind of innovative MCommerce tax control and security model. It analyzes the key problem of M-Commerce in the age of the 3rd generation wireless communication infrastructure (3G), present a set of mobile tax control and security solution in which the second generation ID card in China is used instead of all kinds of the existing IC or ID card for identification and mutual authentication through Radio Frequency Identification (RFID) access technology with mobile terminal, T-FLASH (TF) card is used for tax control and security jUnctions of mobile business through SD Input/ Output (SDIO) access technology. K-java is used for cross platform and Web Service is used for system integration base on Open Service Architecture (OSA) according to 3GPP. Then mobile tax control and security mechanisms are given including key enabling technologies, system integration solution, and implement method. In the end, software and hardware design is introduced and a practical application is given. The result of the present work implied that the integration of SIM card and tax control card is gradually becoming a new research field which is a competitive technology and will be used in the mobile business solution.

Technological innovations and 3G mobile phone diffusion: Lessons learned from Japan Abstract_Technology and innovation become more important determinants of corporate competitiveness, and the telecommunications sector is no exception. A good example is found in the development of the mobile phones. Technological development, embodied in innovative functions developed from the first (1G) to third generation (3G) systems, has played significantly important roles in the growth and upheavals of the Japanese mobile phone market. In addition, development in contents, value-added services which are supplied by related firms formed in the vertical structure, charging systems, handset development; all these have made this small gadget an increasingly important part of daily life. This paper heuristically analyzes the effect of technological innovations and competition policies on the diffusion of 3G mobile phones in Japan. In particular, this paper attempts to identify what are factors to promote the Japanese 3G mobile phone by using panel data analysis. In constructing an estimation model, the number of subscribers to 3G mobile phone services is taken as a dependent variable, while the following three groups of variables (1) GDP and charges, (2) competition policies, and (3) technological innovations are selected as independent variables. The study examines not only the 3G market as a whole but also the three major individual carriers, namely NTT DOCOMO, au (KDDI) and Softbank. In particular, the latter focuses on the different strategies of the three carriers toward innovations and competition. Monthly data related to 3G mobile phones from October 2001 to December 2008 is used for the analysis.

The design and development of 3G English Mlearning platform Abstract—3G is referring to the third-generation mobile communication technology. It has high-speed communication, multi-task-oriented, real-time, personalized, multimedia-oriented features. M-learning is a new stage of development of distance education,which is defined as the use of wireless mobile communication network technology. This article introduces 3G technology and Widget, then analyzes the requirement of the mobile learning and education, gives the design of 3G English Mlearning platform. The platform’s operating performance is simple and convenient, makes full use of the client-side’s computing power, effectively reduces the server’s load, and has good scalability.

The Design and Implementation of Multimedia Conference Terminal System on 3G Mobile Phone Abstract—Economic development and globalization of trade make the cross-region communication more and more frequent. Multimedia conference system supports that individuals or organizations in different places share voice, video and documents to achieve real-time communication. However, the existing multimedia conference terminals lack mobility support. In this paper, we have designed and implemented a Symbianbased multimedia conference terminal system on 3G mobile phone. With this conference terminal system, 3G users can enjoy the high-quality multimedia conference experience and the convenience of mobility at the same time.
